MARIGOT--The awarding of contracts to specialised companies for the collection, cleaning up and transportation of Sargassum weed was one of six items voted on during the Executive Council meeting of July 3.
The Collection process has been divided into six different locations:
- The service for collecting Sargassum from Grandes Cayes Beach with storage and spreading one kilometre away was allocated to Gumbs Technique Nouvelle for a daily amount of 1,440 euros.
- Collection of Sargassum from Cul-de-Sac Bay with transport to the eco-landfill was allocated to Janky Environment for an amount of 22.50 euros per ton.
- Collection of Sargassum from Mont Vernon beach site with storage and spreading less than one kilometre away was allocated to Gumbs Technique Nouvelle for a daily amount of 1,440 euros.
- Collection of Sargassum from the beach of Baie de L’Embouchure with storage and spreading less than one kilometre away was allocated to Gumbs Technique Nouvelle for a daily amount of 1,440 euros.
- Service of collecting Sargassum from the fishpond site with transport to the ecosite was allocated to Janky Environment for an amount of 22.50 euros per ton.
- Collection of Sargassum from the Lucas Bay site with on-site storage was allocated to Gumbs Technique Nouvelle for a daily amount of 1,440 euros.
Among the criteria in the specifications, companies are required to comply with the deadlines set, the specific material resources to be used, the means implemented to limit sand collection, and with impacted areas having high environmental sensitivity. The contracts are valid for one year and are renewable twice (36 months).
Collection and transport services can now begin.
The Executive Council unanimously voted in favour of this deliberation (six votes).
A contract has been awarded to the company Koole for an amount of 2,350,000 euros for the removal, treatment and transportation of boat wrecks left over from Hurricane Irma to the eco-landfill in Grandes Cayes. This followed the invitation for companies to bid on this project on January 17.
Simpson Bay Lagoon has 105 listed wrecks on the French side and 22 are in Sandy Ground, Cul-de-Sac, Orient Bay and Oyster Pond. This operation is expected to start very soon. The Executive Council voted unanimously in favour.
The Council voted on the contract to be awarded to draw up the development plan for the Collectivité of St. Martin. In the urban planning code applicable to the territory, the local urban plan has been replaced by another document, the Plan d’Aménagement et de Développement de Saint-Martin (PADSM).
The Collectivité wishes to work with residents to ensure the future development and resilience of neighbourhoods exposed to natural hazards, including flooding, in the context of a new natural-risk prevention plan (PPRN) expected in 2020.
The Collectivité issued a call for tenders to consult the design offices to allow the local government, which is the contracting authority, to designate the team that will be responsible for carrying out the PADSM development. The CITTANOVA-SINOPIA-ESPELIA Group won the contract for 299,000 euros. The contract is valid for 24 months. The Executive Council voted by a majority vote: four votes in favour with one abstention.
Signing of the tripartite agreement “Collectivité de Saint-Martin – Préfecture Région Guadeloupe – Caisse des Dépôts et Consignations de Guadeloupe (CDC)”, as part of a co-financing agreement to update the St. Martin Territorial Master Plan for Digital Development (SDTAN):
In view of objectives pursued by the new updated version of the St. Martin Digital Development Territorial Master Plan to cover 100 per cent of the territory with very high speed optical fibre and to orchestrate the deployment initiatives of private operators using their own funds and the actions of the Authority, the Executive Council issued a favourable opinion on the draft tripartite agreement for the co-financing of an assistance mission to the contracting authority for the revision of the SDTAN in St. Martin.
The total amount of this mission is estimated at 24,840 euros, of which 4,968 euros is financed by the local government, 8,694 euros by the State and 11,117.78 by the CDC. The Executive Council unanimously voted in favour of this deliberation (five votes).
Authorisation to sign following the open call for tenders launched for the contract for insurance services for single lot, damage to property, machinery breakdown, all risks information technology (IT) and equipment:
The Executive Council voted unanimously (six votes) on the decision of the tender committee to award the Collectivité’s insurance services contract. Two insurance companies applied for this public contract, which was launched on April 4, 2019. The local government selected the company Bizet Capelle and Allianz for an annual global premium of 1,117,160 euros insuring 45 million euros of property. The duration of the framework agreement is 36 months.
Review of land use or occupancy applications: The Executive Council examined five opinions from the Town Planning Department concerning land use or occupation applications. Four received a favourable opinion. The Council unanimously voted in favour of this deliberation (five votes)
