Tuesday’s alleged stabbing by a reportedly homeless man during an argument raised concern about public safety. There are a number of such persons on the island, some quite harmless and others not so much.
This victim was thankfully not badly injured, but the suspect remained at large. Mind you, exactly what led to the altercation was not mentioned and one must be careful about passing judgement without knowing the facts.
One of the problems is that the country lacks an appropriate place for such cases. Several people roaming the streets also appear to be in a disturbed state of mind.
Mental Health Foundation (MHF) does its part and means from the Dutch-sponsored Trust Fund administered by the World Bank have been approved for a new mental clinic. The latter certainly seems like a necessity.
However, many of those involved also have substance addictions and therefore fall outside of MHF’s scope. Rehabilitation centre Turning Point is where they belong, but there is often no room left.
Years ago container cells were shipped from Bonaire to St. Maarten as extra detention capacity at the Point Blanche prison. They were never used as such and later given to Turning Point.
However, the foundation has no money to transport and install them. The latter requires adequate flooring, connection of sewage, tap-water and electricity, secure fencing, surveillance cameras, ventilation, etc.
As this matter has come to a stalemate, perhaps the Crime Fund can provide solutions. A while back government accountant SOAB was said to be finalising a policy for its responsible use, including proper accountability, which has not been optimal in the recent past.
This would be a worthwhile prevention investment to consider.
